Senior Specialist - Supply Chain Management (MSD Singapore)

Responsibilities
The Senior Supply Chain Specialist is responsible for managing the Site Scheduling, detailed capacity management and direct materials planning & order execution. The focus activities include:

  • Manages the production schedule for all products within the IPT for tactical short term horizon and chairs the Operations Firm Plan (FPO) meeting with relevant stakeholders (weekly and/or monthly)
  • Develops a business process governing master data maintenance together with planning leads and Maintains lead-time, capacity and detailed production plans via the formal routine process using DATA3/SAP systems. Is able to coach other supply chain specialists on the process.
  • Does a periodic review of planning data and parameters in ERP systems (including: BOM, Material Master data, routing, and work centre) and ensures that standard work processes are strictly adhered.
  • Ensures that production in the firm period meets agreed customer demands. Develops and ensures that rhythm wheel and constant make is communicated and executed by IPT.
  • Uses in-depth understanding of the e2e supply chain knowledge to problem-solve together with other supply chain specialists on issues related to customer delivery.
  • Ensures that IPT Tier visual systems reflect required accurate information as specified.
  • Defines and develops the business processes together with planning lead relating to detailed scheduling, purchasing of raw materials and adopts class A metrics to monitor performance.
  • Coaches supply chain specialists on the job, effectively mentors and provides feedback on behaviors during interactions within IPT such as Tier process, FPO meetings, etc.
  • Promotes value stream thinking and maintains the Value Stream Maps for the IPT supported to ensure that the information therein is accurate and reflective of current state.
  • SME within the IPT for production planning and detailed scheduling process (including defined use of system).
  • Establish common and integrated scheduling and MRP processes with measurement and predictability with goal of minimizing variations of performance and stability.
  • Able to identify and rationalize opportunities for the IPT to improve the financial performance and exceed budget targets.
  • Requirements
    Required to comply with Merck Global Policies, Procedures and Guidelines, regulatory requirements and execute Good Manufacturing Practices (cGMP) in the performance of day-to-day activities and all applicable job functions. Responsible for:
  • Attending and successfully completing applicable GMP training, including training in local operating procedures. Responsible to ensure that this training is accurately recorded in training records. All training is in compliance with procedures relevant to the role/activity.
  • Understands and manages SOPs to ensure compliance to internal and external regulatory standards.
  • Support any EHS or Quality Compliance regulatory audits as required.
  • Ensure Safety and Quality policies and guidelines are followed by all colleagues within Supply Chain function. Responsible for bringing to the attention of management any violation in cGMPs and/or other concerns which may affect the safety of People or the safety of product; efficacy, or purity of Merck product.
  • Ensure Safety Investigations, Quality Investigations and Deviations are fully investigated with actions implemented to continually improve processes and prevent recurrence.
  • Ensure Quality Systems are developed and maintained, with appropriate management and ownership (including Permanent Inspection Readiness.
  • Ensure GMP, Safety and technical training takes place.
  • Knowledgeable in Supply Chain distribution lines and regulatory requirements to enable product transportation.
  • Other activities/projects as deemed appropriate by the IPT leader
  • People Management:
  • Develops Self in the discipline of Lean Supply Chain, Lean Production Systems, IT, etc. and daily continuous improvement (KATA). Provides Data to identify and facilitate CI Opportunities within SCM and also within IPT`s.
  • Facilitates empowerment with the appropriate tools, knowledge, skills and accountability.
  • SME consultant on-site for processes related to procurement, MRP Planning & material purchasing.
  • Coaches the supply chain specialists and buyers on subject matter expertise on a need basis.
  • Guides others in implementing continuous improvement approaches across supply chain and related manufacturing functions that provide measurable improvement in supply chain performance.
  • Leads process improvement projects or LSS implementation projects to achieve measurable benefits such as process improvements or business outcomes

  • Relationship Management:
  • Participates occasionally and connects site S&OP & Site Production Planning Process through to the Buying & supplier management activities
  • Highly collaborative with Site SCM, Site IPT`s and Global Procurement Partners
  • Leads SMQR as well as Supplier Management forums by partnering with GP as needed
  • Networks with internal and external stakeholders and customers as required to ensure smooth material, information and communication flow
  • Business Acumen & Financial Management:
  • Advanced knowledge of Merck financial systems (budgets, expenses, product standards and variances, Profit Plan v. EA, etc.)
  • Create awareness of cost levels in Tier 1, Tier 2 and Tier 4.
  • Assist the IPT Leader by communicating priorities to the IPT/COE`s and by driving productivity and improvement at all levels in the plant organization
  • Develop and aligns IPT/COE strategies and objectives and ensures alignment to Site HOSHIN and Supply Chain strategy.
  • Ensure proper operation execution of SCM strategy to drive value creation, revenue growth, profit maximization
  • Qualifications

  • Bachelor`s Degree in Business Management, Industrial Engineering or Supply Chain Management Other degrees in Chemistry, (Micro) Biology, Chemical Engineering (or equivalent). Supply Chain Management with relevant Pharmaceutical Operations experience is a plus.
  • At least 3-4 years of experience in Production Control, Planning or Procurement/Buying. Has a working knowledge of Asia Pacific and production Operations.
  • Preferred experience in:
  • Pharmaceutical Manufacturing or FMCG
  • Managing with multiple planning (ERP) systems and interfaces
  • Metrics reporting environment
  • knowledge of Quality systems, cGMP, and regulatory inspections
  • Lean Six Sigma, CEM certification is an advantage
  • Green Belt or Black Belt certified Lean Six Sigma
  • MPS/LEAN operational excellence experience is highly preferred
  • APICS or CPIM, CSCP, CPM certification preferred
